<p><strong>Between Emotion, Law and Public Debate</strong></p>

<p>The killing of our colleague Simon B. has caused concern nationwide. Many colleagues find the judgment of the Saarbrücken Regional Court to be difficult to understand. This is understandable, especially since a judgment in a case in which a police officer was killed in the exercise of his service can often only be legally classified if the written reasons for the judgment are available and a closer examination of the reasoning is possible.</p>

<p>At the same time, the public discussion shows again how quickly criminal decisions can get into pointed interpretations. The court has determined that the perpetrator shot the police officer. On the basis of a psychiatric expert opinion, however, it came to the conclusion that at the time of the crime there was an incapacity for guilt within the meaning of § 20 StGB. The decisive factor was a diagnosed serious mental illness, according to the previously known information a paranoid schizophrenia.</p>

<p>According to the findings of the court, the perpetrator was already significantly reduced in his culpability in the pre-fact, in particular in the case of robbery. For the subsequent killing, however, the court assumed that due to the illness-related impairment, there was complete incapacity for guilt. Accordingly, in this situation, the perpetrator was not in a position to see the wrong of the crime or to act according to this insight.</p>

<p>No penalty may be imposed in such cases. Instead, the court regularly orders accommodation in a psychiatric hospital in accordance with § 63 StGB. This accommodation is a measure of improvement and security. It is not for punishment, but for the protection of the general public from perpetrators, whose considerable dangerousness is based on a serious mental illness. Accommodation basically lasts as long as this dangerousness persists. It is therefore not limited in time from the outset and is regularly reviewed in court.</p>

<p>In the public debate, this differentiation is often presented in a nutshell. Terms such as “unpunished” or “murder without punishment” therefore fall short and can create a distorted picture of the actual legal consequences.</p>

<p>Comparisons with possible penalties also often lead to misunderstandings. For adolescents, the legal maximum of the juvenile sentence is basically ten years. If the act is murder and this maximum is not sufficient because of the particular seriousness of the guilt, the maximum measure can be up to 15 years.</p>

<p>The Federation of German Crime Officials considers an open and also critical discussion about judicial decisions to be legitimate. Criticism, however, should take into account the fundamental principles of criminal law. This includes in particular the separation between facts, criminal guilt and the measures of improvement and safeguarding.</p>

<p>On the other hand, the sometimes excessive reactions in the public debate are problematic. Threats against courts or personal attacks on judges exceed the limits of a discourse of the rule of law. Those who want to defend the rule of law should help to explain their functioning in an understandable way and not merely to reinforce emotions.</p>

<p>Our legal system provides for appeals for the review of judicial decisions. As far as is known, the public prosecutor's office has appealed. This procedure is used for the legal review of the judgment. The Federal Court of Justice examines exclusively whether there are legal errors; a new taking of evidence or own evaluation of the facts does not take place there.</p>

<p>The specific case also raises legal questions that can hardly be conclusively assessed without knowledge of the full reasons for the judgment and the taking of evidence. This applies in particular to the assessment of the culpability within the fact.</p>

<p>At the same time, the debate shows a structural problem: criminal decisions are often communicated in a technical language that is only limitedly understood outside the judiciary. Especially in cases like this, this can quickly lead to a tension between legal evaluation and social justice.</p>

<p>The BDK therefore advocates two things: a factual, rule-of-law-in-law criticism of judicial decisions and at the same time an understandable communication of criminal connections to the public. Especially in emotionally stressful cases, those who participate professionally in the public debate have a special responsibility.</p>

<p>Perhaps this is also a common task for all those who are professionally involved with criminal law, police and justice: not only to take a position, but to contribute to the fact that the rule of law remains explainable at such moments.</p>

<p>Despite all the legal classification, our sorrow for our colleague Simon B remains. Our thoughts are with his family and colleagues.</p>

<p>This time, the workshop organized by our university was themed "Digital Transformation".</p>

<p>Kocaeli University, which stands out with its scientific output, innovative vision, and strong collaborations with industry, has organized another significant event.</p>

<p>As part of the Science, City, and Future Vision Workshop Series, the 2nd Industrial Workforce and Employment Workshop, themed "Technical and Social Competencies in Digital Transformation," was held at Kocaeli University in collaboration with the Kocaeli Governorship, Kocaeli Metropolitan Municipality, Kocaeli Chamber of Industry, Kocaeli Chamber of Commerce, Körfez Chamber of Commerce, Gebze Chamber of Commerce, İMEAK Maritime Chamber of Commerce, and Gebze Güzeller Organized Industrial Zone.</p>

<p>The workshop, aiming to shed light on the transformation of the labor market, took place in the Güzeller Organized Industrial Zone Conference Hall and was attended by our Rector Prof. Dr. Nuh Zafer Cantürk, Kocaeli Governor İlhami Aktaş, Chairman of the TBMM Digital Media Commission and Giresun Member of Parliament Prof. Dr. Nazım Elmas, and Vice Rectors Prof. Dr. The event was organized with the participation of Elif Öğüt and Prof. Dr. Ömer Faruk Çelik, General Secretary Assoc. Dr. Mustafa Eren, Güzeller Organized Industrial Zone President Adem Ceylan, and numerous academics.</p>

<p>The program, which began with a moment of silence and the recitation of the National Anthem, featured an opening speech by our Rector, Prof. Dr. Nuh Zafer Cantürk, who stated, “As Kocaeli University, we view our city not merely as a settlement, but as an ecosystem where we create value together. We believe that the university and the city cannot be considered independently. Therefore, with our ‘Science, City, and Future Vision’ approach, we adopt an inclusive and sustainable development understanding that encompasses all the dynamics of our city.”</p>

<p><strong>Governor İlhami Aktaş said:</strong></p>

<p>“Collaborations between industry and the public sector are of great importance. Comprehensive studies are needed, particularly on how to establish a connection between digital transformation and the development of our province. I believe this workshop will create significant awareness.”</p>

<p><strong>The Chairman of the TBMM Digital Media Commission, Prof. Dr. Nazım Elmas stated:</strong></p>

<p>“In the digital age, we see that data has become power, information a form of capital, and technology a tool of dominance. Faced with this rapid transformation, we must generate new ideas, develop new projects, and adopt an understanding that guides digitalization. We believe that significant steps will be taken in the field of digital transformation through university-industry collaboration, spearheaded by Kocaeli University.”</p>

<p>Following the opening speeches, the program continued with presentations by invited speakers. Speakers at the workshop included Dilek Torun Alaca, Head of the Professional Standards Department; Elif Gürbüz Ersoy, Digital Transformation Leader at Ford Otosan; İnan Açıcıoğlu, Founder and Author of OpM-D Consulting; Uğur Yılmaz from Ayhanlar Holding; Lale Saydemir and Mehmet Güllü from Hilel Health and TÜPRAŞ Sports Management Coaches. The speakers addressed the expectations of the business world in the digitalization process, the transformation strategies of institutions, and the importance of next-generation competencies from different perspectives.</p>

<p>The panel session brought together representatives from the sector and academia. Salih Kükrek from SANLAB, Furkan Koyuncu from MEXT Technology Center, Hüseyin Yakup Temur from Ford Otosan FOME Academy, and Elçin Elif Karakolcu from Arçelik-LG evaluated the field impacts of digital transformation. Throughout the panel, participants exchanged views on the future of the labor market, the transformation of the education system, and sector needs.</p>

<p>Following the panel, workshops were held. Academics and industry representatives came together at workshops focusing on the following areas: Social Sciences - Associate Degree (Level 5 Professions), Social Sciences - Bachelor's Degree (Level 6 Professions), Sociality, Robotics and Artificial Intelligence Integration, Digital Factories - Agile, Smart Manufacturing Systems, MES, Maintenance, Vehicle Technologies and Autonomy, Energy - Green Technologies, and Tourism, conducting detailed studies on their respective focus areas.</p>

<p>On Sunday, the nationwide ban on the sale of nitrous oxide cartridges will come into force.</p>

<p>The new law prohibits the sale of nitrous oxide – both stationary and online or via vending machines – if the filling volume exceeds eight grams. In addition, the supply, purchase and possession of nitrous oxide to or by persons under the age of 18 is completely prohibited. Because: Consumption can entail considerable health risks.</p>

<p>We expressly welcome the ban. However, more education and prevention are also important.</p>

<p><strong>Berlin's Senator for Health, Dr. Ina Czyborra, said:</strong></p>

<p>"The ban on the sale of nitrous oxide is right and important. But legal restrictions alone are not enough. In order to prevent the abuse of nitrous oxide by children and adolescents, targeted, realistic prevention measures are also needed. Schools, youth centres or social media are important channels for educating people about the dangers of nitrous oxide consumption. Young people who are already consuming must be given low-threshold access to help and counselling services. In this way, warning signals can be detected at an early stage and tailor-made support can be guaranteed."</p>

<p>Uncovering an international VAT fraud: A blow against organized crime</p>

<p>In close cooperation, Criminal Intelligence Service (BK), the Federal Office for Fraud Prevention (BMF-ABB), and the Vienna Public Prosecutor's Office have dealt a significant blow to organized financial crime.</p>

<p>Extensive investigations have uncovered and substantially weakened an internationally widespread network of organized VAT fraud.</p>

<p>The known damages amount to approximately €4.8 million.</p>

<p>The EU has launched a new application round for DiscoverEU. A total of around 40,000 travel passes will be awarded to 18-year-olds, of which almost 7,000 will go to Germany.</p>

<p>Young people born between July 1, 2007 and June 30, 2008 are eligible to apply. The application deadline is April 22, 2026 at 12:00 noon (Brussels time).</p>

<p>The program gives young Europeans the opportunity to travel around Europe for up to 30 days.</p>

<p>DiscoverEU is part of Erasmus+ and aims to strengthen exchange, mobility and the direct experience of Europe.</p>

<p>This sends a powerful message, especially to young people. Europe should not only be experienced politically, but also practically through encounters, travel, and exchanges across borders.</p>

<p>With the 1st Halle Emergency Medicine Symposium (HaNSy), we aim to create a new platform for interdisciplinary exchange in emergency medicine.</p>

<p>Under the overarching theme of “Rescue service of the future”, the focus is on practical presentations and a panel discussion with representatives from hospitals, emergency services, professional associations and air rescue.</p>

<p>The report sheds light on current and controversial topics as well as structural developments of the coming years.</p>

<p>As Singapore prepares for a future where one in four citizens will be aged 65 or above by 2030, Assoc Prof Rahul Malhotra and Dr Jeremy Lim-Soh from the Duke-NUS Centre for Ageing Research and Education are looking at how neighbourhoods can better support ageing-in-place.</p>

<p>The "Age Well Neighbourhoods" initiative is a significant step toward plugging gaps in senior services, starting with Toa Payoh. However, effective support goes beyond infrastructure—it requires a shift toward "person-centric" care that respects the unique routines and aspirations of our seniors.</p>

<p>By integrating place-centric policies with a deeper understanding of individual needs, we can create communities where seniors don't just live, but truly thrive with dignity and purpose.</p>

<p>Professor Falk Radisch, Director of the Institute for School Pedagogy and Educational Research at the University of Rostock, was elected to the Council for Social and Economic Data (RatSWD) on March 30, 2026.</p>

<p>As one of ten elected scientists, he will represent the interests of empirical research at the federal level. The Council for Social and Economic Data (RatSWD) advises the federal government and the states on the expansion of the research data infrastructure, a key component for future-proof science.</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p>New Scanner a ‘Game Changer’ for breast cancer research</p>

<p>The exceptional corporate partnership that was formed between the National Breast Cancer Research Institute (NBCRI) and Hewlett Packard Enterprise (HPE), supported by CÚRAM, Research Ireland Centre for Medical Devices and the University of Galway - College of Medicine, Nursing and Health Sciences, has enabled the installation of a cutting-edge multiplex imaging scanner at the Lambe Institute, part of University of Galway.</p>

<p>“This is a ‘Game Changer”, says Director of Research at NBCRI, Professor Michael Kerin. “The scanner enables detailed analysis of individual cells within tumours, including those that may drive metastasis or express key markers that can inform more effective treatment strategies. The purchase of this equipment is a tremendous example of the strength of collaboration, demonstrating how organisations and corporate partnerships such as HPE can make a truly life-changing difference for patients.”</p>

<p>The purchase of this machine, the first in the country, really shows what can be achieved when corporate partnerships, such as HPE and NBCRI develop and make a life changing difference for patients.</p>

<p>The National Breast Cancer Research Institute is a national charity that funds a comprehensive research programme at University of Galway.</p>

<p>Research has improved the diagnosis, treatment options, and outcomes for those who develop breast cancer. The charity funds these research programmes to continue to impact the outcomes for those who develop the disease.</p>

<p>Four kidney transplants in seven days – robotically!</p>

<p>What was an exception just a few years ago is increasingly becoming reality in Vienna.</p>

<p>At the Clinical Department of Transplantation of the Medical University of Vienna / the University Hospital AKH, ​​four transplants were performed using the DaVinci system within one week: two after living donation, two after post-mortem organ donation.</p>

<p>The result speaks for itself: rapid recovery, functioning transplants, discharge after a few days – without complications.</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p>The crucial question is no longer whether robotic transplantation will be performed – but how quickly this method will become more widely established.</p>

<p>What happens after the European Court of Human Rights delivers a judgment, and how does it lead to real change in practice?</p>

<p>A judgment is not the end of the process. In many cases, it is only the beginning.</p>

<p>Once a judgment becomes final, responsibility shifts to its execution.</p>

<p><strong>This relies on a shared dynamic:</strong></p>

<p>• Respondent States take the necessary measures to remedy the violation and prevent similar cases</p>

<p>• The Committee of Ministers supervises the execution of judgments</p>

<p>• The process is supported through dialogue, technical input, and continuous exchange with national authorities</p>

<p><strong>In practice, execution involves:</strong></p>

<p>• Individual measures to ensure redress for the applicant</p>

<p>• General measures to address the root causes of violations</p>

<p>• Ongoing co-operation to support implementation over time</p>

<p>Execution is ultimately the responsibility of each Member State. But at the same time, it is a process built on partnership, aimed at identifying practical and sustainable solutions.</p>

<p><strong>The latest annual report highlights both progress and complexity.</strong> The 949 cases closed by the Committee of Ministers in 2025 reflect more than procedural steps. They represent concrete changes in law, policy and practice, with a direct impact on people’s lives.</p>

<p>At the same time, many cases, especially those involving structural challenges, require sustained efforts, coordination and long-term engagement. This is where implementation becomes critical: the real impact of a judgment depends on what changes in practice.</p>

<p>German Cancer Prize 2026</p>

<p>The German Cancer Prize has been awarded annually since 1986 for outstanding work in German-speaking countries in the following categories:</p>

<p>-Experimental basic oncological research</p>

<p>-Translational research</p>

<p>-Tumor diagnostics and treatment</p>

<p>-Health services research</p>

<p>The winner of the German Cancer Prize 2026 in the category “Health Services Research” is Professor Dr. med. Jochen Schmitt from TU Dresden as head of the WiZen project funded by the Innovation Committee.</p>

<p>The WiZen project aims to assess the quality of care in certified organ cancer centers compared to non-certified hospitals. Based on (GKV) statutory health insurance billing data and cancer registry data, it has been shown that patients in certified centers have a survival advantage.</p>

<p>With his research, Prof. Dr. med. Schmitt demonstrates how healthcare research can directly improve practice:</p>

<p>- Through the development of new care models</p>

<p>- Methodological groundwork</p>

<p>- Testing of new evidence-based forms of care for patients</p>

<p>The results from WiZen provide important insights into the quality of cancer treatments in certified centers compared to other clinics and give patients guidance in choosing a clinic.</p>

<p>-The resulting insights are highly relevant for those affected, service providers, payers, health policy and society as a whole.</p>

<p>The Innovation Committee congratulates Professor Dr. med. Jochen Schmitt and the WiZen project team on their recognition and their crucial contribution to healthcare research in Germany.</p>

<p>The Medical Faculty of Ankara University has received another prestigious award. A multicenter study led by Prof. Dr. Çiğdem Soydal, a member of the Faculty of Nuclear Medicine, has been awarded the "Prof. Dr. Suphi Artunkal Award".</p>

<p>At the awards ceremony during the National Congress of Nuclear Medicine, the Prof. Dr. Suphi Artunkal Prize, considered the most prestigious award in the field of nuclear medicine in Turkey, was awarded this year to our faculty member Prof. Dr. Çiğdem Soydal and her team.</p>

<p>In 2025, the Zurich legal system made a small piece of history: For the first time, six central institutions were simultaneously headed by women – the Justice and Home Affairs Directorate of the Canton of Zurich, the High Court of the Canton of Zurich, the Administrative Court of the Canton of Zurich, the Social Insurance Court of the Canton of Zurich, the Public Prosecutor's Office and the Zurich Bar Association.</p>

<p>In the short film “Democracy Talk – Focus on Law”, released yesterday for International Women’s Day, the six women discuss the role of their institutions with regard to the rule of law and democracy, and what motivates them to take on leadership roles.</p>

<p><strong>INTERPOL member countries are observing the International Day of Remembrance for Fallen Officers on 7 March, marking the sacrifice of police who have died in the line of duty</strong></p>

<p>On 7 March, law enforcement and police forces across the world will come together in remembrance, honouring the service and calling of police officers everywhere and paying tribute to the women and men who have lost their lives in the line of duty.</p>

<p>INTERPOL has invited its member countries to stand together in marking the international day of remembrance by illuminating their most significant national landmarks in blue, the INTERPOL blue of global policing.</p>

<p>National ceremonies on the day include moments of silence, the lowering of the flag, the laying of wreaths, and the reading of the names of fallen officers.</p>

<p>Across time zones and all continents, from small communities to global capitals, coordinated acts of remembrance are being held, including the illumination of iconic landmarks in INTERPOL blue...</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

      <turbo:content><![CDATA[<p><strong>TÜBİTAK, The 10th National Antarctic Expedition is complete!</strong></p>

<p><strong>The scientific team, which conducted research on the White Continent as part of the 10th National Antarctic Expedition under the patronage of the President, under the responsibility of the Ministry of Industry and Technology and coordinated by the TÜBİTAK Polar Research Institute, has returned home.</strong></p>

<p>The expedition consisted of a team of 17 people in total, including 16 Turkish and 1 foreign researcher.</p>

<p>Fifteen research projects were carried out.</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p>Significant research has been carried out in numerous fields, including climate change, polar ecosystems, geosciences and atmospheric sciences; and international partnerships have been developed within the framework of science diplomacy.</p>

<p>Maintenance work was carried out at the Turkish scientific research camp on Horseshoe Island; in addition, the nautical chart studies were continued.</p>

<p>Annual data were collected from the low-frequency (VLF) measurement station established jointly with the USA; long-term monitoring studies were carried out; and maintenance work was performed on the GNSS stations.</p>

<p>High school students who had won first place in the TEKNOFEST TÜBİTAK polar research project competition also participated in the expedition and had the opportunity to test their projects in Antarctica.</p>
