The 10th anniversary of the Congress of the Regions of France
President Frank Leroy described the content of the discussion as follows:
Today I am attending the congress celebrating the 10th anniversary of the regions of France.
Ten years. And a reality that no one can deny anymore: the regions are not mere administrative bodies. They are frontline actors.
I said it this afternoon in the panel discussion, and I repeat it: crises are not solved from the top down.
Solutions emerge in the regions, with those who know them, who live there, and who invest there.
The Grand Est region has 750 km of borders. A direct connection to four key European markets. A region that significantly influences the economy, employment, mobility, and the energy transition.
€327 in investments per capita per year. Significantly above the national average. Not just abstract figures: roads, training programs, supported businesses, and secure jobs.
What these 10 years have proven is a truth that has been ignored for far too long: the closer decision-making is to the local level, the more effective it is.
