Shortly before the new legal entitlement: The expansion of all-day care for primary school children is progressing, but quality remains a key challenge, as shown in the current issue of the research magazine DJI Impulse.
From the 2026/2027 school year onwards, all newly enrolled children in Germany will be entitled to full-day care – an important step towards greater educational equity and the compatibility of family and career.
Significant progress is evident in the expansion of full-day childcare places. Only 4 percent of parents in West Germany have a need for full-day care for their primary school child that is completely unmet; in East Germany, the figure is even lower, according to the childcare study (KiBS) by the German Youth Institute (DJI), which surveys approximately 33,000 parents annually.
According to data from KiBS, an average of 73 percent of parents in West Germany and 90 percent in East Germany want full-day care for their primary school children.
It becomes clear: If the development of all-day education and care is successful, children in primary school will experience a school day that meaningfully combines learning, life and relationships.
