A delegation from the Higher Regional Court of Cologne travelled to Lüttich on February 25, 2026, to continue the exchange with the local Court of Appeal.
Evelyne Lahaye, the first female president of the Lüttich Court of Appeal, and three members of the German-speaking chamber warmly welcomed the four-member delegation led by Dr. Bernd Scheiff, the president of the Higher Regional Court.
The presenters then reported on numerous changes resulting from a comprehensive reform of the penal code, one of whose aims is to avoid prison sentences as much as possible. This is also intended to contribute to improving the situation of the overburdened Belgian prison system.
The German delegation also followed with great interest the report on an agreement between the Commercial Court and the Bar Association in Brussels, which jointly concluded that the widespread use of IT tools, “copy-and-paste” procedures and artificial intelligence tends to lead to a significant increase in the volume of legal documents.
This complicates the efforts of lawyers and judges to structure, summarize, and clarify the case for court proceedings. The agreement stipulates that the parties involved limit the case material to the essentials and prepare it carefully, both in terms of content and legal aspects. The participants then engaged in a lively discussion about the possibilities and limitations of using artificial intelligence and legal tech in the justice system.
All participants agreed that the beneficial exchange should be continued in Cologne as soon as possible.
